I usually try to get high quality video (either by downloading or ripping a DVD), get screencaps with VLC, and then just wade through them, editing the usable ones with photoshop. :o I have instructions for how to set up VLC if you need them! You can also get caps from various capping communities if you’re lucky.

yes!! a couple of times. it's prooobably one of my favorite horror concepts of the last few years. the movie itself is p good -- definitely creepy. c: and the aesthetic is interesting because they did their best to make it hard to pin down the time period? so they have weird tech but watch black and white movies, etc.
I like to use my own caps, but will use stuff I find on insanejournal or via Google if I have to. I get my caps by using Shadowplay (NVidia program that comes with their GPUs) to record my screen while watching whatever show/movie. Then I use Photoshop CS5 and Import Video Frames As Layers and use the animation window to go through frames looking for good expressions.
Once I crop and resize, I typically use an exposure layer, a brightness/contrast layer, a hue/saturation later and occasionally curves and levels layers to fix coloring on a scene-by-scene basis, and smart sharpen to make the image crisper. That part sounds like a lot of work but you usually only need to set all those layer masks once and then tweak them slightly when scenes/lighting in the movie changes.
A lot of it is very inexact kind of fiddling with values of things like exposure, saturation, etc to achieve a look you like. But if you ever want like screenshots of what my layer values/photoshop workspace look like, I'm happy to set you up. :>
YES ABSOLUTELY! It for suuure is and it makes the whole process kind of meditative and mindless after a while. The half-black half-white circle in the bottom of the layers menu lets you make image adjustments as layers that you can turn on and off.
So I just adjust a screencap from the start of the scene until it's right, duplicate it and flatten/save the duplicate as a finished icon. Then each subsequent screencap I just paste into the original image, on top of the previous screencap but beneath all the layer masks. That way the vast majority of the image adjusting is already done for me and I can usually just sharpen and save. But the layer masks make it easier to quickly tweak stuff, I think.
